- Provide opportunities for students to form numerals through a variety of modalities and kinesthetic experiences (i.e. sky writing, in sand, writing on paper).
- Provide hands-on activities with manipulatives such as counters, double ten frames, connecting cubes, deck of cards, and numeral cards to solidify understanding of counting concepts.
- Progress from a small range of numbers to a greater range as students recognize numerals with ease.

- Write a numeral 0-20 and ask students to name the number.
- Point to a group of manipulatives and ask students to verbally state the number represented by the given set.
- Place counters on a ten frame or double ten frame and ask students to write the numeral that matches the visual representation.
